Introduction
Arnim Evans was arrested on March 22, 1997, and charged with murder of Rose Ann Youngblood and Pam Blue, and two (2) related counts of rape. More than two years later, Evans was still in jail awaiting trial. There was no thorough investigation and no trial. He eventually pleaded “nolo contendere/ no contest” without knowing what he was doing. This is a DNA case. Non-incarcerated offenses: Two counts of rape – no further penalty. The following is Arnim Evans’ account:
On March 21, 1997, I was drinking most of the day after work. The victims Rose Ann and Pam had been at John Johnson’s (= their neighbor and Rose Ann’s relative) grandmother’s funeral that afternoon. Later on that night, I got some cocaine and some more alcohol. Not wanting to go home to my girl-friend, I went over to the victims’ house (146 Millick Street) around 3 AM, Saturday, March 22, 1997. My girl-friend’s best friend had introduced me to Rose Ann and Pam four or five months before. That night – from what I can remember – I went over to the house and knocked on the door. One of the victims, Rose Ann, opened the door. We talked. One of Pam’s kids was up, so we waited until he went back in his room. Then we went up to her room and had sex. A knock came on the front door. She went to answer the door. I heard her telling someone to leave. I went to the bathroom thinking it might be trouble. After that I do not remember much except getting up in her bed. Rose Ann was gone.
I knocked at her roommate’s (Pam’s) door, and asked where Rose Ann was. Pam said she did not know. Pam and I had sex then. Two rubbers broke and remained in the bedroom, but they were never collected into evidence. Pam’s three sons in the next room woke up and asked their mother for breakfast. I went downstairs to the kitchen and returned to the kids’ room with a big bowl of cereals, milk and three spoons. Their mom got dressed and I thought she left for work. She had told me to not answer the door.
Rose Ann had a key since she lived there. Her sister, Keith Sr.’s mother, owned the house. Rose Ann’s daughter slept in Rose Ann’s room. Rose Ann babysat her friend Delicia’s two little children, who were in the house, too. In total, there were six children and myself. Delicia did not like men she did not know being around her kids, and Rose Ann knew that.
I was playing video games with the children all day long. In the late afternoon, Pam’s children’s dad Keith Sr. ( = Rose Ann’s nephew. Rose Ann was Keith’s mother’s adopted sister. Keith’s mother owned Rose Ann’s house. Keith lived with his wife at his mother’s address.) came to the house with the police and broke a window to get in. I came down the steps to see what was going on. Keith Sr. and I told each other who we were. He asked me where were the women. I told him I thought one went to her grandmom’s ( I really did not know), and the other one went to work. He asked, did I want to give a statement to the police. When I did so, I heared him say, “Oh my God, he killed both of them!” This is my story, but if I killed them, how did he know, I killed both of them, when one of the bodies was later found in the basement, and he never had gone to that part of the house? He said, he tripped over one body a body me or the kids had never seen.
I would like to emphasize:
1. In Keith Smallwood, Sr.’s statement, he stated several times that he called the house but no one answered the phone. Keith Jr. states in his statement that no one called, because his mom’s phone was disconnected and they could not find his aunt’s phone.
2. Keith Jr. also stated that he last saw his mother around 7:10 A.M. and she went into her bedroom upstairs. He went downstairs 5-10 minutes later and kicked/ stepped over his aunt’s body under the clothes.
The really bad thing about this is my attorney knew this and chose to turn away from the evidence and therefore allowed this miscarriage of justice to happen.
When I got arrested the homicide Det. Thomas Perks first asked me did I want to give a statement. I said yes. When the answer I gave him was not the one he wanted, he told me that I was never going to see pussy again. Then he asked me another question: What time did I get to the house. I said, I did not know. Then he said, “Guess!” So I gave him a time. He asked, what kind of clothes did the victims had on. I said, I did not remember. He said, “Guess!” So I did. The answers in my statement are not all true. The words came out my mouth but most of them I gave, because he told me to guess. So I did.
Both murder victims were strangled. One of them was moved to the basement of the house. I cannot hold things in my right hand for long. I have three fingers that work on my right hand. One has a pin in it, so it does not move. My right middle finger is cut off half way.

Simione stayed at 146 Millick last night, and Justin, too. ( = Delicia's children) Darryl came over at 1:00 A.M. Keith went to bed around 11:30 P.M. last night. Mom and Aunt Rose were home at that time. [contradicts neighbor Sherry's statement.] Keith did not hear Darryl come in during the night. His brothers told him. Keith saw his mom around 7:10 A.M. She was on the steps coming up, hollering at Darryl calling him "ignorant" because he came in at 1:00 A.M. [similar to Kyle's statement.] Keith did not see her again afterwards. Five or ten minutes later Keith went downstairs to get some cereals. In the dining room was a pile of coats and blankets. They were not there when he went to bed. Darryl hollered down to Keith to get upstairs. Keith and his brothers started playing video games. Darryl put all of "us" in Rose's room and locked. Darryl told "us" that mom went to the store or to work. Keith's mom's phone was disconnected and "we" could not find Rose's phone. Someone had to pull the plug out, but not "my" mom. Keith's Dad came over to "us", but Darryl stopped Keith from getting to the door. Darrly had a belt and threatened to beat Keith with it. (around 11:00 A.M.) Darryl was in the basement before Keith came down to get the cereals. Kevin wanted to call the cops. | At 1:00 A.M. Kyle woke up, when he heard Darryl arguing with Rose. She was saying, "Get out of the house!" Keith told Kyle it was 1:00 A.M. Kyle went to the bathroom. Rose saw him and told him to go to his room. It was the last time Kyle saw Rose. There were no noises or screaming during the argument. Darryl told Kyle his name this afternoon (3-22-1997), plus Kevin told Kyle, because Kevin heard the name during the argument at 1:00 A.M. Kyle woke up at 6:00 A.M. Keith told Kyle it was 6:00 A.M. Kyle was playing SEGA with Keith. Kyle asked his mom for breakfast. Darryl gave "us" a big bowl with cereals, milk and three spoons. Then Darryl told us that mommy said to go to Rose's room and locked the door. "We" were watching cartoons. Kevin kicked the door open. We started hollering mom. Darryl said she went to work. "We" played SEGA. Darryl played with "us", went with "us" in mom's room, told "us" not to go downstairs, told "us" his name and that he was supposed to watch us. Someone was dropped off real early. Then all of "us" took a nap. Then we played SEGA. Kyle heard knocking at the door, but Darryl said not to go downstairs. Keith was acting up. One or two hours later Dad and Delicia came. | Kevin knows his father is close at the office. He does not know how his mother and aunt died. He saw them last on March 21, 1997 in the afternoon, around 3:oo P.M. Justin and Simione (= Delicia's little children) were there, too. Darryl is the man who killed his mom and aunt. Darryl locked the kids in Rose's room. At this time Kevin's aunt was downstairs laying on the floor in the dining room. Darryl looked into the kids' bedroom door in the morning. At 1:00 A.M, 2:00 A.M or 3:00 A.M Kevin heard Darryl and Rose arguing. Kyle woke up and tried to go downstairs. When Darryl had locked "us" [the kids] in, Kevin bust the door open and got out. "We" were hollering my mom's name. Darryl told us to go back upstairs. Darryl beat Keith with a belt. Kevin did not see or hear any other man besides Darryl. |
Unanswered Questions
What motive should I have to kill those women?
If you say rape, I can tell you that rape could not be proven. I am not incarcerated for rape but for two counts of murder.
Why did I not leave the house and the kids after the murders, if I am the killer?
If I knew one or more of the kids could point me out as the murderer, why should I have kept them alive?
Why should I tell them my name, if I killed their moms? (See Kyle’s statement!)
Why did I not have a sign of struggle on my body?
Why did the fingernail scrapings of the victims did not match my DNA, if I am the killer? Whose DNA is it that was found under the women’s fingernails?
Why did nobody of the neighbors observe anything unusual, if I was terrorizing six little “hollering” children all day long? (Only one neighbor/ alleged witness, who is well known by law enforcement and the Municipal Court of Philadelphia, testified against me. He lived farther away than the two neighbors who did not observe anything unusual. He stressed he had called 911/ the police.)
Why did that alleged witness check the back door of the victims’ house alone (without police)?
Why did that alleged witness “correct” his initial statement to police after he had talked with his sister, who had not observed anything?
Whom were the victims afraid of so that they changed the lock?
Why did Rose Ann, Pam and the kids relocate and returned to 146 Millick Street approximately four months before the double murder? (See John Johnson’s interview!)
Why was the back door open?
Whom did Keith Jr. mean by “them” and “they”? (See Kim (Johnson) Simmons’ and John Johnson’s interviews, and Pam’s medical report!) Was I not alone with the kids?!
Why did Kevin not testify at the preliminary hearing?

Darrell wouldn’t of done this I knew him since we were kids .his father was a preacher and his family very religious.he was a nice young man I pray he gets released soon.
