Introduction Arnim Evans was arrested on March 22, 1997, and charged with murder of Rose Ann Youngblood and Pam Blue, and two (2) related counts of rape. Introduction In the 1990s, several girls and women in Las Vegas reported to have been raped and the Las Vegas Metropolitan Police Department was under pressure to get the cases solved. Some rape cases had the same pattern in common. Therefore, the law enforcement officers were looking for a serial rapist. Curtis Downing had been in prison for a burglary and robbery case of 1983. In early 1993, he was on parole. He was accused of having raped three victims in the Las Vegas Valley area. One case was dismissed. The remaining two show many dissimilarities in the crimes. When the police of Vivian, Louisiana, arrived at the alleged crime scene, the crime mystically mounted to forcible rape and first degree robbery, also reflected in the Bill of Information of September 6, 1996.
